Structuring of the Green Blue Entity (Caribbean)
At the request of the Government of St. Lucia, a pre-feasibility study was carried out to assess the viability of establishing a secondary financial institution aimed at mobilizing private capital and boosting the securities and loan markets for financing climate resilience and blue-green development initiatives.
The study analyzed the country’s enabling conditions, including the financial market, regulatory framework, existing policies, institutional capacities and key barriers. As a result, recommendations were made for the creation of a national entity with functions similar to a Blue-Green Bank, which would allow access to international climate finance and channel resources through local financial intermediaries, fostering sustainable and climate-resilient economic development.
